Coming into force

for the purposes of regulations 4 and 5 1st January 1993

for all other purposes 1st August 1992

The Secretary of State for Transport, in exercise of the powers conferred by sections 45 and 46 of the Road Traffic Act 1988^f1 and by the Department of Transport (Fees) Order 1988^f2, and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
