  "text": "In regulation 5(3) —\n(a) for sub-paragraph (a), there shall be substituted —\n“(a) section 23(7) of the Transport Act 1985a bus being used to provide a community bus service),”; and\n(b) after paragraph (b) there shall be added —\n“or\n(c) section 21(2) of the Transport Act 1985 (a small bus used under a permit granted under section 19 of that Act).”.",
