  "text": "ROAD TRAFFIC\nMade 7th October 1991\nLaid before Parliament 10th October 1991\nComing into force\nfor the purposes of regulations 9 and 10 1st January 1992\nfor the purposes of regulation 11 1st January 1993\nfor all other purposes 1st November 1991\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 45 and 46 of the Road Traffic Act 1988 and by the Department of Transport (Fees) Order 1988, and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of the Act, hereby makes the following Regulations:—",
