  "text": "In regulation 23—\n(a) in paragraph (1)(b)—\n(i) for “the Goods Vehicle Centre (PSV Section)” there shall be substituted “the PSV Centre”; and\n(ii) at the end there shall be added “or at any goods vehicle testing station”; and\n(b) in paragraph (2) in the proviso—\n(i) the words “either the serial number of the original certificate or” shall be omitted; and\n(ii) for “paragraph (1)(d)” there shall be substituted “paragraph (1)(a)(iv)”.",
