  "text": "ROAD TRAFFIC\nMade 19th September 1989\nLaid before Parliament 27th September 1989\nComing into force 31st October 1989\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 45(2) and 46(c) of the Road Traffic Act 1988 and by the Department of Transport (Fees) Order 1988, and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:–",
