  "text": "ROAD TRAFFIC\nMade 2nd July 1987\nLaid before Parliament 13th July 1987\nComing into force 3rd August 1987\nThe Secretary of State for Transport, in exercise of the powers conferred by section 43(2) and (6) of the Road Traffic Act 1972, and now vested in him, and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of that Act, hereby makes the following Regulations:",
