  "text": "These Regulations amend Regulation 7 of the Motor Vehicles (Third Party Risks) Regulations 1972 with the effect that where a constable requires the production of evidence of insurance under section 162 of the Road Traffic Act 1972 there may be produced, in the case of a vehicle normally based in an EEC country other than the United Kingdom and Gibraltar, a document issued by the insurer of the vehicle showing certain particulars of the insurance, instead of an insurance certificate.",
