  "long_title": "These Regulations make consequential amendments to the Motor Vehicles (Third Party Risks) Regulations 1972 following the bringing into force on 1st July 1992 of section 20 of the Road Traffic Act 1991. Section 20 amends section 144(1) of the Road Traffic Act 1988 by increasing, from fifteen to five hundred thousand pounds, the sum which a person must deposit and keep deposited with the Accountant General of the Supreme Court in order for the requirements of third-party insurance under section 143 of the 1988 Act not to apply to a vehicle owned by him, at a time when it is being driven under his control (regulation 2(a) and 2(b)(i)). Section 20 also amends section 144 to enable the Secretary of State to increase the sum of five hundred thousand pounds by order. In addition, the present requirement for motor insurance certificates to be produced on paper or similar material is relaxed to allow certificates to be produced on other material (regulation 2(b)(ii)).",
