The Secretary of State for Transport in exercise of the powers conferred by sections 147, 160, 165 and 192(1)^f1 of the Road Traffic Act 1988^f2 (“the 1988 Act”) and by section 57 of the Vehicle Excise and Registration Act 1994^f3 (“the 1994 Act”), as extended by section 156 of the 1988 Act and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 195(2) of the 1988 Act, hereby makes the following Regulations:—
