The Secretary of State for the Environment in exercise of his powers under sections 147, 157 and 162 of the Road Traffic Act 1972, and under section 37 of the Vehicles (Excise) Act 1971, as extended by section 153 of the Road Traffic Act 1972, and of all other enabling powers, and after consultation with representative organisations in accordance with the provisions of section 199(2) of the Road Traffic Act 1972, hereby makes the following Regulations:—
