  "text": "ROAD TRAFFIC\nMade 5th January 1982\nLaid before Parliament 15th January 1982\nComing into Operation 5th February 1982\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred on him by the said section 2(2) and of all other enabling powers, hereby makes the following Regulations:—",
