  "text": "ROAD TRAFFIC\nMade 1st September 1986\nLaid before Parliament 8th September 1986\nComing into Operation 29th September 1986\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred by section 2(2) of that Act and of all other enabling powers, hereby makes the following Regulations:—",
