  "text": "ROAD TRAFFIC\nMade 24th June 1988\nLaid before Parliament 4th July 1988\nComing into force 25th July 1988\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred by that section and of all other enabling powers, hereby makes the following Regulations:",
