  "text": "ROAD TRAFFIC\nMade 25th March 1991\nLaid before Parliament 5th April 1991\nComing into force 30th April 1991\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the EuropeanCommunities Act 1972 in relation to the regulation of the type, description,construction or equipment of vehicles, and of components of vehicles,and in particular any vehicle type approval scheme, in exercise of thepowers conferred by that section and of all other enabling powers,hereby makes the following Regulations:",
