  "text": "ROAD TRAFFIC\nMade 6th August 1980\nLaid before Parliament 19th August 1980\nComing into Operation 9th September 1980\nThe Minister of Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation of the type, description, construction or equipment of vehicles, and of components of vehicles, and in particular any vehicle type approval scheme, in exercise of the powers conferred on him by the said section 2(2) and of all other enabling powers, hereby makes the following Regulations:—",
