  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Motor Vehicles Tyres (Safety) Regulations 1984.\nThe 1984 Regulations make it an offence for a person to supply certain tyres unless certain requirements are met.\nThe amendments make provision for tyres to be supplied if they do not meet the previous requirements but bear an approval mark pursuant to Council Directive 92/23/ EEC (OJ No. L129, 14.5.92, p.95).\nThe amendments broadly apply to car tyres which are not retreaded tyres.\nCopies of the Council Directive can be obtained from Her Majesty’s Stationery Office.",
