  "text": "The 1995 Regulations shall be amended as follows:–\n(a) at the end of regulation 3 (application) there shall be inserted “, except those special roads described in the Schedule to these Regulations”;\n(b) at the end of the 1995 Regulations there shall be inserted the following:–\n“SCHEDULE\nSPECIAL ROADS EXCEPTED FROM THE APPLICATION OF THESE REGULATIONS\nRegulation 3\n1 The special road authorised to be provided by the Edinburgh-Berwick upon Tweed Trunk Road (A1) Old Craighall Roundabout to East of Haddington Special Road Scheme 1994.\n2 The special road authorised to be provided by the Edinburgh-Berwick upon Tweed Trunk Road (A1) Old Craighall Roundabout to East of Haddington Special Road Scheme (No.2) 1994.”.",
