  "text": "And it is hereby further Enacted and Declared That noe Court Martiall which shall have Power to Inflict any Punishment by vertue of this Act for the Offences aforesaid shall consist of fewer then Thirteene whereof none to be under the degree of a Commission Officer And the President of such Court Martiall not to be under the degree of a Field Officer or the then Commander in Chiefe of the Garrison where the Offender shall be tryed",
