  "text": "And it is hereby further enacted and declared That no Court Martial which shall have power to inflict any punishment by virtue of this Act for the offences aforesaid shall consist of fewer then Thirteen whereof none to be under the degree of a Commission Officer And the President of such Court Martial not to be under the degree of a Field Officer or the then Co[m]mander in Chief of the Garrison where the Offender shall be tried.",
