Section III Number of Officers composing Courts Martial.

And it is hereby further Enacted and Declared That noe Court Martiall which shall have Power to Inflict anyPunishment by Vertue of this Act for the Offences aforesaid shall consist of fewer then Thirteene whereof none tobe under the Degree of a Com[m]ission Officer and the President of such Court Martiall not to be under the Degreeof a Field Officer or the then Commander in Chiefe of the Garrison where the Offender shall be Tryed.
