  "text": "(This note is not part of the Regulations)\nThese Regulations make provision for the Secretary of State to commission research at the request of the National Disability Council established by section 50 of the Disability Discrimination Act 1995 (regulation 2). They also prescribe the circumstances in which the Council may appoint advisers, and the conditions subject to which such appointments are to be made (regulation 3).\nThese Regulations do not impose any costs on business.",
