  "text": "In this Part—\n“the Commission” means the Gambling Commission;\n“contravention”, in relation to a condition or requirement, includes a failure to comply with that condition or requirement (and “contravened” is to be read accordingly);\n“lottery” has the same meaning as in the Gambling Act 2005;\n. . .\n“participant”, in relation to a lottery, means a person who has bought a ticket or chance in the lottery;\n“promote” includes conduct (and “promotion” is to be read accordingly);\nand any reference to a lottery forming part of the National Lottery is to be read in accordance with section 1.",
