  "text": "(1) A person commits an offence if without reasonable excuse he fails to comply with section 136(3).\n(2) A person who is guilty of an offence under subsection (1) shall be liable on summary conviction to—\n(a) imprisonment for a term not exceeding three months,\n(b) a fine not exceeding level 5 on the standard scale, or\n(c) both.",
