  "heading": "Appeal functions: Waste Electrical and Electronic Equipment Regulations 2006",
  "text": "(1) Regulation 66 of the Waste Electrical and Electronic Equipment Regulations 2006 is amended as follows.\n(2) In paragraph (1)—\n(a) for sub-paragraph (a), substitute—\n“(a) to the Secretary of State against—\n(i) a decision of the Environment Agency; or\n(ii) a decision of the Natural Resources Body for Wales made prior to 1st October 2013;”\n(b) after sub-paragraph (a) insert—\n“(aa) to the Welsh Ministers against a decision of the Natural Resources Body for Wales made on or after 1st October 2013;”\n(3) In paragraph (3)—\n(a) for sub-paragraph (a) substitute—\n“(a) to the Secretary of State against—\n(i) a decision of the Environment Agency; or\n(ii) a decision of the Natural Resources Body for Wales made prior to 1st October 2013;”\n(b) after sub-paragraph (a) insert—\n“(aa) to the Welsh Ministers against a decision of the Natural Resources Body for Wales made on or after 1st October 2013.”\n(4) In paragraph (5), after sub-paragraph (a) insert—\n“(aa) the Welsh Ministers,”.",
