  "text": "In section 22 (power to vary Schedules)—\n(a) in subsection (1)—\n(i) after “year” insert\n“— ”,\n(a)\n(ii)for “1” substitute “ A1 ”,\n(iii)at the end insert—\n“(b) add any animal to, or remove any animal from, Schedule 5 or 6 or Part I of Schedule 9;\n(c) add any plant to, or remove any plant from, Schedule 8 or Part II of Schedule 9.”,\n(b) after subsection (2) insert—\n“(2A) Before making an order under subsection (1) the Scottish Ministers shall consult Scottish Natural Heritage.”,\n(c) subsections (4) and (5) are repealed.",
