  "text": "Provided alsoe That this Act or any thing therin contained extend not or be meant to restraine the Importing of any East India Commodityes loaden in English built shipping, and wherof the Master and three Fourths of the Mariners at least are English from the usuall place or places for lading of them in any part of those Seas to the South-Ward and Eastward of Cabo bona Esperanza although the Ports be not the very places of their growth.",
