# The NCS Service Authority (Budget Statement) Order 2001, Article 3: Preparation of budget statement


(1) In preparing a budget statement for a financial year, the Authority shall, in addition to the matters set out in section 61A(3)(a) to (e) of the 1997 Act, also take account of—
(a) the expenditure the Authority estimates it will incur in the year in performing its functions (“operating costs”); and
(b) the estimated expenses and allowances payable to the Authority members for the year.
