  "text": "In this Order—\n“the Authority” means the Neath Port Authority or, in respect of any period prior to the new constitution date, the Commissioners;\n“the Commissioners” means the Neath Harbour Commissioners;\n“the Council” means the Neath Port Talbot County Borough Council;\n“the new constitution date” means 1st October 2009;\n“the Operations Manager” means the Neath Harbour Operations Manager.",
