  "text": "If the members holding office under article 3(1) are satisfied that a member—\n(a) has been absent from the meetings of the Authority for three consecutive months or more without the permission of the members;\n(b) has become bankrupt or made an arrangement with his creditors;\n(c) is incapacitated by physical or mental illness from discharging the functions of a member; or\n(d) is otherwise unable or unfit to discharge the functions of a member;\nthose members may declare the office of that member to be vacant and on the date of that declaration that member shall cease to be a member..",
