  "text": "Any approval of RBT required under paragraph 178 must not be unreasonably withheld or delayed but may be given subject to such reasonable requirements as RBT may require to be made for—\n(a) the continuing safety and operational viability of the RBT operations;\n(b) the avoidance of commercial losses to the RBT operations; and\n(c) the requirement for RBT to have reasonable access to the RBT site at all times.",
