  "text": "Any approval of Sembcorp required under paragraph 218 must not be unreasonably withheld or delayed but may be given subject to such reasonable requirements as Sembcorp may require to be made for—\n(a) the continuing safety and operational viability of the Sembcorp operations; and\n(b) the requirement for Sembcorp to have reasonable access to the Sembcorp operations at all times.",
