  "heading": "New voluntary controlled schools",
  "text": "(1) The temporary governing body of a proposed voluntary controlled school shall consist of the following:\n(a) one third or more shall be temporary parent governors;\n(b) at least two but no more than one third shall be temporary staff governors;\n(c) at least one but no more than one fifth shall be temporary LEA governors;\n(d) one tenth or more shall be temporary community governors; and\n(e) at least two but no more than one quarter shall be temporary foundation governors.\n(2) The temporary governing body may in addition appoint up to two temporary sponsor governors.",
