  "text": "NATIONAL HEALTH SERVICE, ENGLAND\nMade 28th February 2004\nLaid before Parliament 9th March 2004\nComing into force 1st April\nexcept regulation 3(1)(j) 5th July 2004\nThe Secretary of State for Health, in exercise of the powers conferred upon him by sections 16(4) and 126(4) of, and paragraphs 10, 12 and 16 of Schedule 5 to, the National Health Service Act 1977, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
