# The NHS Direct Regulations 2004, Paragraph 5


(1) Subject to sub-paragraph (2) below, no business shall be transacted at any meeting unless at least a third of the membership (the chairman being included for this purpose in the reckoning) is present.
(2) The chairman and at least two non-officer members shall be present at a meeting of the Authority at which the Chief Executive or any other officer member is appointed.
