  "text": "Subject to and in accordance with such directions as the Secretary of State may give to NHSU NHSU shall perform—\n(a) such functions relating to the provision of learning so as to promote or secure the effective provision of services under the Act; and\n(b) such other functions,\nas the Secretary of State may direct.",
