(1)

Subject to sub-paragraph (2) below, no business shall be transacted at any meeting unless at least one third of the membership (the chairman being included for this purpose in the reckoning) is present.

(2)

The chairman and at least two members shall be present at the meeting of NHSU which is convened for the purpose of appointing a person to act as the chief executive (who is also to have the title of vice chancellor designate).
