  "text": "(This Note is not part of the Regulations)\nThese Regulations amend the Nightwear (Safety) Regulations 1985. As a result, those Regulations come into force on 1st September 1987 as regards requirements relating to babies' garments. 1st March 1987 remains the date on which all other requirements of the 1985 Regulations come into force.\nThe 1985 Regulations impose requirements relating to the flammability performance of nightwear (which includes any babies' garments, as defined in Regulation 3(1)), its testing and labelling. Babies' garments are not required to comply with the flammability performance requirements but must be labelled so as to indicate whether or not they are capable of complying with those requirements.",
