  "text": "For regulation 2 (application) of the principal Regulations, substitute—\n“Application\n2 (1) These Regulations apply in relation to Wales.\n(2) Parts 3 to 8 only apply to a holding in a nitrate vulnerable zone designated as such by these Regulations.\n(3) In the case of a holding which is partly in a nitrate vulnerable zone designated as such by these Regulations, Parts 3 to 8 apply only to the part of the holding inside the zone, and a reference to a holding in Parts 3 to 8 is a reference to that part.”.",
