  "text": "(This note is not part of the Regulations)\nThese regulations amend the Noise Insulation Regulations 1975.\nThe amendments up-date references to other legislation (regulation 2(1), (2), (4) and (5)). They also provide that for the purpose of determining whether in relation to insulation work or grants:—\n(a) a duty under regulation 3,\n(b) a power under regulation 4 or\n(c) a reconsideration under regulation 13\n“the 1988 Code” instead of “the 1975 Code” (both as defined in the new regulation 15(4)) shall apply according to the circumstances set out in the new regulation 15, (regulation 2(3) and (6)).",
