  "text": "FEES AND CHARGES\nMade 7th December 1992\nLaid before Parliament 10th December 1992\nComing into force 1st January 1993\nThe Secretary of State for Trade and Industry, with the consent of the Treasury, in exercise of the powers conferred on him by section 56(1) and (2) of the Finance Act 1973, section 128 of the Finance Act 1990 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
