  "text": "In this Act—\n“the 1988 Act” means the Local Government Finance Act 1988;\n“enactment” includes an enactment comprised in any regulations or order made under the 1988 Act;\n“financial year” has the same meaning as in that Act;\n“transitional day” has the same meaning as in Schedule 7A to that Act.",
