  "text": "(1) The proprietor must —\n(a) co-operate with a local authority which arranges for pupils to attend the school in relation to any registered pupil in respect of whom a local authority maintains an EHC plan or a statement under section 328 of the 1996 Act, and\n(b) allow access to the school at all reasonable times, to a person authorised by the local authority.",
