  "text": "In this Act, except where the context otherwise requires—\n“appointed day” has the meaning given by section 3 of this Act;\n“the bridge” means Cawood Bridge;\n“commercial vessel” means any vessel used for—\n(a) the carriage of goods; or\n(b) the carriage of passengers for reward;\n“the council” means North Yorkshire County Council;\n“the county” means the county of North Yorkshire;\n“proper officer”, in relation to any purpose, means an officer appointed for the purpose by the council;\n“vessel” means any ship, barge, boat or water craft of any description.",
