  "text": "The Council may in connection with the development—\n(a) form and lay out means of access, or alter or improve existing means of access, at the locations marked with an “A” on the land and works plans; and\n(b) with the approval of the highway authority, form and lay out such other means of access or alter or improve existing means of access at such locations within the Order limits as the Council reasonably requires for the purposes of the development.",
