  "text": "(1) If any person fails to comply with any provision of regulation 4(1), 5, 7, 8, 9, 10, 11, 12, 13, 17, 18, 19, 20, 21, or 22, he shall be guilty of an offence.\n(1A) For the purposes of paragraph (1), a person is not to be regarded as failing to comply with any provision mentioned in that paragraph by reason of anything done, or omitted to be done, by that person in order to comply with a 2001 Act direction.\n(2) A person guilty of an offence under paragraph (1) ... is liable—\n(a) on conviction on indictment, to imprisonment for a term not exceeding two years or a fine (or both), and\n(b) on summary conviction, to imprisonment for a term not exceeding six months or a fine ... (or both).\n(2A) In Scotland and Northern Ireland, a fine imposed under paragraph (2)(b) may not exceed the statutory maximum.\n(3) Proceedings for an offence to which paragraph (2) applies that is committed outside the United Kingdom may be taken, and the offence may for incidental purposes be treated as having been committed, in any place in the United Kingdom.",
