  "text": "These Regulations, made by the Minister of Power and the Secretary of State for Scotland acting jointly, prescribe for the purposes of section 21(3) of the Nuclear Installations Act 1965 particulars to be contained in the certificate required when nuclear matter is to be carried in such circumstances that liability may be incurred by the operator of a nuclear installation either under the Act or under corresponding foreign law.\nThese particulars relate to the operator (referred to as the responsible party), the nuclear matter, the carriage and the funds available to satisfy any liability which may be incurred.",
