  "text": "(1) The requirements of these Regulations do not apply to a person in respect of end products which are used for non-nuclear purposes and which incorporate qualifying nuclear material that is, in practice, irrecoverable.\n(2) The requirements of these Regulations do not apply to an operator of a qualifying nuclear facility, which—\n(a) is—\n(i) a primary or a secondary school, as defined in section 5(1) and (2) of the Education Act 1996 ;\n(ii) a 16 to 19 Academy, as defined in section 1B of the Academies Act 2010 ; or\n(iii) a sixth form college, as defined in section 91(3A) of the Further and Higher Education Act 1992 ; and\n(b) holds an amount equal to 0.01 effective kilograms or less of uranium or thorium where, in the case of uranium, the isotopes 235 and 233 comprise 1% or less of the total mass of uranium held.",
