  "text": "EDUCATION, ENGLAND AND WALES\nMade 11th December 1996\nLaid before Parliament 11th December 1996\nComing into force 1st January 1997\nIn exercise of the powers conferred on the Secretary of State by sections 1(2)(b) and 8(4) of, and paragraphs 6(1)(a), 6(5) and 13 of Schedule 1 to the Nursery Education and Grant-Maintained Schools Act 1996, the Secretary of State for Education and Employment, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:—",
