In exercise of the powers conferred on the Secretary of State by sections 1 and 8(4)(a) of, and paragraph 13 of Schedule 1 and paragraph 1(2) of Schedule 2 to, the Nursery Education and Grant-maintained Schools Act 1996f1, the Secretary of State for Education and Employment, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
