  "text": "In regulation 21—\n(a) for paragraph (2) substitute—\n“(2) If poultry litter or anaerobic digestate fibre is to be stored in a field heap, the controller must inform the Department in such manner as it may require.”;\n(b) omit paragraph (3);\n(c) in paragraph (4) after “poultry litter” insert “ or anaerobic digestate fibre”.",
